The assignment sat within UNESCO's Latin America and the Caribbean project on strengthening capacities for resilient communities. The capacity-building needs assessment drew on results from the Visitor Management Assessment and Strategy Tool (VMAST), applied across participating World Heritage site managers, to establish priorities for the project's training program.
Four distinct deliverables followed. An online presentation on governance approaches for the management of heritage and visitors, given to the Trinidad, Cuba workshop on safeguarding heritage and sustainable tourism. A needs analysis for the Historic Centre of Oaxaca and the archaeological site of Monte Albán, identifying visitor management challenges and recommendations. An action plan and co-facilitated three-day workshop for the Talamanca Range–La Amistad Reserves and La Amistad National Park World Heritage site, spanning the Costa Rica–Panama border. And a three-day training workshop in Santo Domingo covering visitor management, governance, strategy development, social inclusion, environmental sustainability, and the safeguarding of intangible cultural heritage.
